Threats to Grand Staircase-Escalante National Monument

​On March 4, 2026, the Utah Congressional delegation, led by Senator Mike Lee and Representative Celeste Maloy, introduced resolutions (H.J.Res.151 / S.J.Res.109) of disapproval under the Congressional Review Act (CRA). The bills seek to overturn the 2025 Grand Staircase-Escalante National Monument management plan. If both chambers of Congress pass the resolution, the Bureau of Land Management (BLM) will be barred from issuing another plan that is “substantially the same” in the future.

​T​his is a major escalation of CRA use and the first attempt ever to use this blunt legislative tool to attack a national monument. Under the CRA, both chambers of Congress can expedite their votes and pass the measures by simple majorities. If that happens and the President signs the resolution into law, the Monument Management Plan – which sets expectations for how the land will be managed for wildlife, outdoor access, dark night skies, grazing, and other uses – will be undone.

We were proud to lead an effort, along with Conservation Alliance, in gathering over 100 businesses on a letter to the Bureau of Land Management encouraging the agency to adopt a strong Public Lands Rule. 

Conserving public lands not only protects landscapes against the impacts of climate change, but also brings critical economic benefits through tourism and local recreation for rural and gateway communities situated near to these lands and waters. Outdoor recreation like hunting, fishing, boating, hiking, and wildlife watching supports
4.5 million jobs in the United States. Without balanced management that carefully considers conservation benefits, future development could endanger America’s public lands and waters and the millions of jobs they support.
